Does a working system empty the pews?

When a country's systems start working (hospitals that heal, jobs that pay, a state that keeps you safe), its people seem to drift from the church. The needs that once drove them to their knees are met before they pray. Is faith mostly a response to precarity, then, or does something in it survive once the material prayers are answered by institutions?
